if you had to choose between Cobb at $11.5m and Bulaga at $9.5m which do you go for?

Bulaga.

I feel like we probably already have Cobb's replacement on the roster (Janis / Abby), and TT has proven to be able to find guys in the draft who can come in and help quickly.

I also would like to go on the record hoping we sign Tramon to a deal, assuming it's around $5 mil with 2 years guarenteed

Bulaga. TT has a knack for finding WRs, but has struggled with O-Lineman. I think Cobb will be easier to replace. In addition, if you can't pass protect, you can't throw the ball. Compare our pass protection in the first Seattle game when the line good t dinged up to the pass pro in the 2nd game.

Bulaga and hopefully the resigning of Cobb doesn't impact our ability to keep Bulaga.
