RJ is not amongst the top 15 PGs in the league, which is why Jackson is an average starting PG and an average player.
If RJ gets close to
matching his numbers last year with the Pistons, he'll easily be better than most of if not all of those guys you have as tier 4. And I could see him being better than a few of the tier 3 guys.
All depends. The Reggie Jackson argument isn't particularly interesting because there's nothing really we can say besides "I think it's a fluke", or "I think it's not."
The production and eye test were both there, just depends on whether it's real. Pistons had no choice but to bet on it being real, so ¯\_(ツ)_/¯.
Numbers aren't everything. The eye test didn't tell me anything but that he's an average player playing in a PG dominant system where the only player on the floor at times that could even run a pick & roll was him. SVG's system last year with one PG and all shooters is 2k MyPlayer basketball for a PG. You will get stats. Every possession should be a bucket, primary, or secondary assist for the PG.
Kyrie Irving for example played with LeBron, Love, and JR Smith 3 guys able to run the pick and roll and iso which lowered his assist number. RJ's numbers will drop too if he plays more minutes with Jennings, Dinwiddie and Stanley (assuming he might be ready for some P&R/iso touches). More assists doesn't mean equal or better player. When you play with other players who can iso or run a pick and roll themselves there are just less opportunities to get them. Our offense last year was designed for JUST THE PG to initiate pretty much with a free lane and that's why everybody put up numbers that played the point for us. Who else was going to run P&R? Meeks and KCP were terrible options, so it was just MyPlayer ball for the PG until something happened.... and L's for our team during Reggie's tenure.
Those guard DREB all guards get are overrated too. I very rarely see a guard boxing out and getting a DREB his team wouldn't have gotten anyway. It's like they are showing off they can jump and are athletic just because. Westbrook is the worst.

Triple Double vs. PHI? Really? 4-17 Shooting, 10 AST, 5 TO, 11 REB in a 83-94 loss to PHI? One of the worst triple doubles EVER. Stats be having people SOOOOOO fooled.
