I doubt it would be a big surprise to most football fans in Germany.
We've lost our only real striker and right back as Klose and Lahm(could see him come back for the tournament, though) retired and those two positions(well full backs in general) are the ones we don't produce players these days.
At least the german football association has acknowledged that and might work a bit more towards that in the youth ranks.
Also, Löw's already playing the full backs as wingers and running forward like crazy, which results in quite a few dumb goals conceeded every other game. Thanks to the heat/humidity in Brazil he wasn't able to do so and that's why we were able to have a better balance of offense/defense which helped us in the end.
He also stated(at least that's what was said during the match in Scotland) that the european championships are just a step in building the team for the big goal of defending the world cup in 2018...

I think Spain deserved it in 2010 as well and we couldn't do all that much during the game, especially thanks to Müller being suspended for that game.
Though, it wasn't as bad as 2008(were we lost by just 0-1 but never had a shot at all) and showed we did make some progress.
2012, on the other hand, was absolutely on us as we were playing schoolboy defense and gave up two silly goals to the Italians, which we couldn't come back from.
Still, that's probably to be expected given that we always lose to them and it's probably something liken an unwritten law or so. You know, just like England, once they try penalties or Argentina playing us...
