I've enjoyed the HOB clubs I've been in.
State Fair had a tent called The Micro that had some good beers. There was some disgruntled brewers as outlined in the link. If done right in the new development they should be able to accommodate any Wisconsin brewer. I'll be bitterly disappointed if Miller or Bud get some kind of exclusive access.

I was with there with (H)Akeem after a Rockets game his rookie year while those guys were getting food after the game. Was during a blizzard and we got in a snowball fight after they left McDonalds and headed back out onto State Street. Lewis Lloyd claimed it was the first time Akeem ever experienced snow in his life. Robert Reid, Mitchell Wiggins, Lewis Lloyd and Akeem. Good times. Good times.

Distributors generally have an exclusivity agreement with a brewery, so only one distributor is allowed to sell that brewery's beer in each region. But it goes further than that: in most states, there are rules called franchise laws that ensure that breweries usually cannot easily end distribution contracts. These laws were instituted to keep the biggest breweries from taking advantage of the fact that a threat to take their business elsewhere could get them whatever they want from their wholesalers. That's a purpose franchise laws serve well, but there's a dark side, too. Because breweries cannot easily break their contracts with distributors, they can be stuck with poorly-performing or negligent companies that are the only ones with the right to sell the brewery's beer.
