With the 5th pick I select Kristaps Porzingis.

Its a tough one but I'll go with high risk/reward and take Myles Turner with the 6th pick.

I have to leave at least 1 mil for every open roster spot, so they can be filled in free agency at 1 per spot. I offer Lebron a contract for 20 mil, but I only have 15 to spend because of the 5 other roster spots that need to be filled, not including Lebron. Therefore, I still need to nominate a player worth 6 mil (5 to cover what I need to clear + another 1 mil to fill another spot that I just created by cutting a player). I have Lance who is worth 7 mil and only has 1 year left on his contract (ie no penalty to cut him). I propose to cut Lance if I land Lebron, in order to clear cap space. If I get Lebron, Lance gets cut. If I don't get Lebron, Lance does not get cut (at least not at that time - he can still be cut later).

Small correction - doesn't it still mean a penalty of 25% of Lance's salary? Therefore, Team X still would have to pay 2 dollars for waiving Stephenson.

ESAL - did I pick up Whiteside for 2 dollars during the season? I'm wondering why that is the salary I'm slotted to pay him.

Yes. According to the transaction log for him you bid $2 and won. So that's his salary. What a steal.

In the scenario I used, Lance only had 1 year left on his contract. I believe players with 1 year can be cut w/ no penalty. You only start incurring a penalty when trying to cut a player with 2 or more years remaining. Then again, I could be wrong.

2 picks left in the draft. Be ready and thinking about who you want to nominate as your RFA. 1 player that is now a FA. Owner has first right of refusal of a 10% increase in final bid price (correct me if I'm wrong on the percentage).

Any thoughts on the best way to handle this? I know there were some gripes last year. I think one way to handle the mass bidding and over bidding is to make a teams bid amount a cap hold. If a team bids on Rudy Gobert for $5 then they have $5 added until they are outbid.

Seriously contemplating dropping my favorite player, Derrick Rose. Even to incur a $5 penalty for this year, I'd still gain $14. Sad day but it might need to be done.

Since we are talking about cuts, I'm just wanting to confirm whether the timing now is any different than cutting someone during the season.

Lets use fat's example. If he cuts Dirk now. He can't then bid on him during the FA auction. He could only only add them back after the trade deadline if they are available. Is that correct?

I'm good with that. Well you can pick them back up at any time but if it's before the trade deadline you have to pick them back up for what their salary was with you previously. So fats could pick him up in FA but he'd have to bud no less than $12.

My question would be this. If Fats drops him, then I pick him up and then drop him. Does fats still have to bid $12 or does him being on someone else's roster negate that minimum bid for fats?

That should work fine.

I also like fats's idea that was quoted beforehand. If a team bids on a player and goes over the cap, it must provide a plan on how it would escape that given scenario. Those players would then have to be cut if that team ends up signing the player to that restricted contract.
