Yes, I agree that Wall definitely racks up the assists.  But this is only one part of the equation.  Rubio gets a ton of assists too but I wouldn't call him a great PG either because he can't shoot.
You focus on assists but conveniently ignore other relevant statistics.  Wall's % aren't that great and his turnovers are pretty high.  I've seen lots of Wall's game since I live in the DC area and I wouldn't say he's head and shoulders above Lin (at least during Lin's better days on the Rockets.  Wall is a lot better than the shell of a player Lin seems to have become on the Hornets his year . . . but again, it's hard to tell with Lin's limited minutes).
