Officials with the City of Milwaukee, Wisconsin Center District and the Milwaukee Bucks recently cut a deal that will allow the city to retain ownership of Fourth Street but let the team move forward with plans to build its Live Block plaza.


Russell Staerkel, president and chief executive officer of the Wisconsin Center District said Wednesday he was not aware of the agreement.

6 stories and 690,000 square feet. I don't remember that being reported before. BC is 4 stories and 550,000 according to their website so the new arena will have roughly 20,000 fewer square feet per story.

Bucks spokesman Jake Suski could not immediately be reached for comment Thursday. He confirmed to the Milwaukee Business Journal Dec. 29, 2015, that construction might not start until late spring or early summer, but gave no date.

All the dates now being discussed or required are later than the team’s previously announced starting date of April. A new development agreement between the city and the Bucks for the first time commits the Bucks owners to specific deadlines for the massive project.

City officials released the agreement Thursday. However, Bucks president Peter Feigin, Mayor Tom Barrett and other city officials signed the agreement Dec. 22, 2015.

Milwaukee Ald. Bob Bauman, who represents the section of downtown including the arena site, said he is pleased with the city and Bucks’ progress on preparing for construction.

“My sense is the Bucks are proceeding in good faith,” Bauman said Thursday.

Bucks affiliate Deer District LLC is listed as the developer of the 17,500-seat arena to be built between North Fourth and Sixth streets and West Highland and West Juneau avenues.

City officials and Bucks representatives have focused primarily in recent weeks on completing the development agreement and general project plans, Bauman said. Next on the agenda will be detailed development plans that Bauman anticipates will be completed by April or May.

The development agreement calls for the Bucks to submit by March 1 the detailed development plan for the arena and a new parking structure on the Park East corridor. The Bucks are required to obtain city approval of the detailed plan by May 31.

Bauman has been critical of the Bucks' original arena-design concept but said he has heard nothing further on the design. The updated arena design should be available to Common Council members and the public by March 1.

Construction cannot start until all parties involved are “reasonably satisfied” the funding mechanisms are in place or making substantial progress, according to the development agreement. That includes $47 million from the city, $100 million from former Bucks owner Herb Kohl, at least $150 million from the current owners and $203 million through the Wisconsin Center District.

The Bucks and Wisconsin Center District continue negotiating a lease for the arena property. The district will not embark on selling bonds for the $203 million until after signing the lease, district chairman Scott Neitzel said in a Dec. 18, 2015, interview.

Other notable deadlines set in the development agreement:

• The Bucks must submit plans to the city for the proposed live block, public plaza, live block plaza by Sept. 1 and obtain city approval by Dec. 13.

This section of the project will be adjacent to the northeast corner of the new arena and include property now used for a city-owned parking structure at Fourth and Highland. The live block will consist of an indoor-outdoor gathering area and entertainment zone with surrounding restaurants and bars.

• The city must convey to the Bucks the city-owned parking structure on Fourth and Highland by Dec. 31. The property will become the site of the Bucks so-called indoor-outdoor live block gathering area and entertainment zone.

• The Bucks must begin demolition on the parking structure by Dec. 31.

• The Bucks must start construction on the live block, public plaza and live block plaza by April 30, 2017.

• The Bucks must complete the parking structure by Nov. 1, 2017.

• The Bucks must finish arena construction by Sept. 30, 2018, which would be in advance of the 2018-2019 NBA season. By the same date, the Bucks also must complete the live block, public plaza and live block plaza.

• The Bucks must acquire the BMO Harris Bradley Center property and complete demolition within 12 months of completing the new arena.

Looks like a March 1 deadline for detailed plans and a June 1 deadline for construction. Not sure how firm/flexible those dates are. I want to see some damn plans

Part of the last remaining one-way portion of State St. could be converted to two-way traffic as part of the Milwaukee Bucks arena project.

Also, new city documents are providing more details on the project's timetable, including a March 1 deadline to submit detailed design plans, and a construction start deadline of June 1.

State St., which runs in Milwaukee from N. Prospect Ave. to the border with Wauwatosa, is two-way except for roughly six blocks between N. 6th and N. Water streets.

A new traffic study, filed with the Department of City Development, recommends studying the feasibility of converting the portion of State St. near the arena project to two-way traffic.

The study doesn't specify how many blocks of State St. might be converted from one-way traffic.

A two-way State St. would likely provide improved traffic access to better develop the area south of the future arena for possible retail, office and hotel uses, the study said.

That area, north of State St. between N. 4th and N. 6th streets, is the site of the BMO Harris Bradley Center, which will be demolished within one year after the new arena is completed. The new arena will be built just north of the Bradley Center.

Two-way traffic would support urban design principles, improve access to the new arena, and "would also likely improve the connectivity of the new arena, ancillary development and other Wisconsin Center facilities to the cultural and entertainment facilities east of the Milwaukee River," said the study.

The traffic study is part of the general zoning and design plans for the arena, its parking structure, a planned entertainment center and other associated projects that will be reviewed Tuesday by the Common Council's Zoning, Neighborhoods and Development Committee. Any change to State St. would need separate council approval.

Assuming the council approves those general plans, it will then review detailed plans, including the arena's final proposed design.

The Bucks must submit those detailed plans by March 1, and "will work diligently and in good faith to obtain (council) approval by May 31," according to a new development agreement. The development agreement was negotiated between the Bucks and city officials after the council in September approved the city's $47 million financing package for the arena.

The development agreement sets other deadlines, including the June 1 construction start. That deadline allows for work to start on either the arena or its parking structure by that date.

Other deadlines include the Bucks' submitting detailed plans for the public plaza and privately financed entertainment center, known as the Live Block, by Sept. 1, with an approval deadline of Dec. 13.


The entertainment center, featuring restaurants and taverns, will be built east of N. 4th St., between W. Highland and W. Juneau avenues.

It will replace a city-owned parking structure, which the city must give to the Bucks by Dec. 31. The Bucks must begin demolishing the parking structure within 60 days of taking ownership of that property.

The new arena parking structure, to be built east of N. 6th St. and north of W. Juneau Ave., must be completed by December 2017, or the Bucks will pay the city damages of $1,960 for each day past that deadline. It will be owned by the city, with the Bucks and city splitting its revenue.

The Bucks say the new arena, parking structure and entertainment center will be open in time for the start of the 2018-'19 National Basketball Association season.

Also, the Bucks will pay the city $58,805 for each month from the day the city gives the Highland Ave. parking structure to the basketball club until the new 1,243-space parking structure opens.

That's to compensate the city for a loss of parking revenue during that period. Those payments will be offset if the city's parking structures at MacArthur Square and 1000 N. Water St. see an increase in their revenue after the Highland Ave. structure closes.

The Bucks updated their plans for the sequencing of arena construction and related development in documents Milwaukee city officials posted Thursday. The documents show the order of work for everything from the first stage — relocating sewer lines — through the final stage — demolishing the BMO Harris Bradley Center for future development.

The construction sequencing is among materials to be considered Jan. 12 by the Milwaukee Common Council’s Zoning, Neighborhoods and Development Committee. The committee is scheduled to vote on a zoning change and master plan for the arena district that includes the arena site as well as Park East land and properties to the south and east of the arena.

The boundaries of the new arena district generally are North Sixth Street, North Old World Third Street, West McKinley Avenue and West State Street.

Milwaukee downtown Ald. Bob Bauman said Thursday he anticipates the zoning change will pass without major debate. City officials, Common Council members and Bucks representatives have worked for months on reaching mutually agreeable arena-district development plans.

A Bucks spokesman could not immediately be reached for comment.

The construction-sequencing documents do not include dates for starting and completing the numerous stages of the project. However, a development agreement between the city and the Bucks owners sets July 31 as the deadline for the Bucks to embark on arena construction as well as several other deadlines for arena-related projects.

Here is the order of work the Bucks plan for major elements of the project:

1. Raze structures on the new arena site including Kissinger’s Meats and the BMO Harris Bradley Center cooling tower. Install construction fences at the arena site, practice facility site and new parking structure site on West Juneau Avenue.

2. Start construction on the arena, new parking deck and practice facility. Raze the city-owned parking deck at North Fourth Street and West Highland Avenue to make way for the live block entertainment zone.

3. Complete the practice facility. The Bucks are paying the cost for the facility.

4. Complete the new parking deck.

5. Complete the arena.

6. Complete the live block, public plaza on Fourth Street and pedestrian paths linking the live block with Old World Third Street.

7. Complete surface parking lots on the Park East corridor between Old World Third Street, North Fifth Street, Juneau and West McKinley Boulevard. The Bucks owners have earmarked the same sites for future commercial development.

8. Fence in the BMO Harris Bradley Center property and raze the Bradley Center and its parking structure.

If it is end of a Q, and 200 upperbowl fans are told the shortest line is bathroom A, wouldn't that just create a cluster there? Either way the technology sounds like a great enhancement to the fan experience, I'm sure they have their bases covered for piddly issues.

2 years ago 4 teams in the NBA debuted this technology, this year a few more added it including Chicago. I went down for the Bucks game on Tuesday and got to see it live in action, I would imagine we will get it for sure in the new arena.

I would not expect that "detailed plans" would provide us fans with significant new information. Detailed plans are typically an expansion of the concept plan, with a primary focus on technical details (electrical, plumbing, HVAC, fire safety, signage etc. ), aesthetics (exposed materials, colors etc.) and engineering (foundations, trusses, wall supports etc.)

The detailed plans will be reviewed by the city to ensure compliance with codes, both building codes and appearance codes. This review will be conducted by city engineers and building officials. Aldermen might vote a final approval, but they won't tinker significantly with the concept plan. Any changes to the concept plan would have been mandated before millions of dollars and months of time were spent on engineers and architects to prepare the detailed plans.

I found it interesting that the arena will be so small. Having just watched Tuesday's game in the 960,000 square foot United Center, it is good to know that the Bucks new arena will be 270,000 SF smaller at 690,000 SF. The Bucks struggle to sell out as it is. The smaller arena seems to make more sense for Milwaukee.

The new Milwaukee Bucks arena's general design guidelines are being endorsed by a Common Council committee, even as some members seek a commitment from the Bucks to develop apartments next to the arena's parking structure.

The design guidelines and zoning for the arena, parking structure, entertainment center, team practice facility and other nearby developments were unanimously recommended for approval Tuesday by the Zoning, Neighborhoods and Development Committee. The full council will consider those guidelines at its Jan. 19 meeting.

The basketball club will submit detailed design proposals to the Department of City Development by March, Bucks President Peter Feigin said. Those will undergo a separate Plan Commission and Common Council review process.

Those detailed plans should include a proposed apartment building that would be developed just east of N. 6th St., between W. Juneau and W. McKinley avenues, said Ald. Nik Kovac. Those apartments would be next to the arena parking structure, which will use most of that block.

Kovac said the apartments, along with proposed street-level retail space facing Juneau Ave. and offices facing McKinley Ave., would help activate the block and shield views of the seven-level parking structure.

Kovac said he wouldn't consider approving the detailed plans without those other uses.

Feigin told committee members the Bucks care about the parking structure's appearance, and want to develop the apartments as soon as possible.

After the meeting, Feigin said he didn't know if the Bucks and its development affiliate, Deer District LLC, would be able to develop the apartments and parking structure at the same time.

"I think we're trying to make that happen," Feigin said.

The apartment building would have around 100 units, and would likely be taller than the seven-level parking structure, he said.

The Bucks must submit detailed plans by March 1 and "will work diligently and in good faith to obtain (council) approval by May 31," according to a development agreement between Deer District and city officials.

The development agreement was negotiated after the council in September approved the city's $47 million financing package for the arena. The $500 million project includes $250 million in public financing.

The arena, to be built just north of the BMO Harris Bradley Center, will be owned by the Wisconsin Center District, a state-created agency that also owns the downtown Wisconsin Center convention facility, the UW-Milwaukee Panther Arena and the Milwaukee Theatre.

Deer District is must have a lease with the district by April 1, according to the development agreement.
