That's not really what happened. As with Vucevic and Harris, the Magic offered a low extension giving the player an option for immediate long term security in exchange for a more favorable contract.
Vucevic took the security. Harris and Fournier took the risk of injury, performance drop and letting the market set their price. Harris performed well and his value was boosted by the looming salary cap inflation. Fournier's value will be boosted because the cap inflation will be in full effect.
With cap projected to be $95m, nearly all of the NBA will have salary cap space; many far under the required salary floor ($85m). The talent pool is nowhere deep enough to meet the demand. Unlike Harris' scenario, this summer that deficit is large for many teams so they must spend the money or loose it with no return asset.
Look at this list, noting that these amounts are with all active contracts (including the non-guaranteed ones):
...and in the following summer (2017) the cap and salary floor take yet another huge jump up to at minimum $110m cap and $100m floor. Very average players are going to get paid like all-stars.
