Issues with Private Messages

Hi all,

I am have problems when i try to create or reply a PM.

When I try to create a message in the option Compose Message, i have this message.

Compose message
We are sorry, but you are not authorised to use this feature. You may have just registered here and may need to participate more to be able to use this feature.

When I try to reply a PM i just don't have any option to do so.

Is there any rule on the board that ballboys or Freshman guys have this feature unavailable?
