So if Arturas was to accept the Nets job, the thinking is that our international recruiting would take a hit, right ? But if Chauncey was to assume the FO position that was vacated, would there be an offset to gaining free agency credibility that Billips might bring ? And could Chauncey be better at the trade side of things (allowing TC to man-up more of the responsibilities vacated by Arturas) where TC has been criticized for getting out-gunned ?
I do hope Karnisovas doesn't leave, but I could entertain the thought of Chauncey getting back into the NBA with the Nuggets on any level.

Might is the key word here, there are plenty of ex-player GMs and front office personnel around the league, most of them have little to no effect on attracting free agents, even hall of famers. The key that people hope for is that since Chauncey is from Denver, he will be able to sell the city to free agents better than most ex-players can.
With Karnisovas, he is a known commodity, the Nuggets know what he brings and their current set up has been very successful the last couple of years in finding young talented under the radar guys.
I am fine bringing in Chauncey as a player personnel guy, I just do not want to lose the biggest advantage the Nuggets have right now, which is their international scouting and proven drafting ability.

To be fair, I'm not completely convinced our international scouting will take that big of a hit if Karnisovas leaves. TC has always been a scout, that's how he made his name, his whole family is made up scouts, etc. I have confidence in his drafting abilities with or without Karnisovas on board.
