You can go up or down 4.5% per year. I think if you have bird rights you can go up or down 7.5% per year.

Portland Trail Blazers News Update:

According to "sources" the Portland Trail Blazers have agreed to trade with the Philadelphia 76'rs for Nerlens Noel (Center) and a 2018 2nd Round Draft Pick (Best of NYK, LAC) in Exchange for: 2017 Portland 1st Round Draft Pick (unprotected), 2018 Cleveland 1st round draft choice.

In additional news, Portland has rescinded it's qualifying offer to RFA Allen Crabbe making him a UFA.

Pelicans list of outstanding offers:

In order of preference

Demar Derozan 4 years 102.5 million (looking for verbal commitment, will have to renounce all free agents and then clear a little additional cap space through trades.

Ryan Anderson 4 years 80 million (again looking for verbal commitment. Would like to use available cap space before officially signing him)

Luol Deng 3 years 40 million

David West Room exception (2.8 million year 1 with a player option for the same amount next season, will use part of the MLE if we stay over the cap.)
