I believe you can have both a 0 and 00 on the same team. Brooks wore 0 and Darrell Arthur wore 00 with the Nuggets in 13-14. Looks like Jeremy Pargo wore 0 and Spencer Hawes wore 00 with the Sixers during the 12-13 season. I'm sure there are some other instances, just can't find them right away.
