and what about B league as whole? plus me and Uraverage as 1st and 2nd place in B league should be promoted to A league and someone should be dropped to B league unless we are back to 16 or 18 teams like it was years ago

True, this is not a commissioner decision. As with tradition, this is the normal process. First 2 teams in B League usually take the last 2 teams in A League. The option is up to the 2 B Leaguers if they want to join up or not.
