I'm a Portland fan, so I'm biased, but here is my take:

Portland didn't over-succeed last season. They gambled on signing a bunch of young middling players, in the hopes that a few of them were young enough that they'd show improvement. They succeeded in that and saw improvements out of many of the players they signed. The roster is still mid-twenties as far as average age goes, so it is possible we see not only further improvement, but the roster meshing better as this is the second year many of them are now playing together. If you ignore the money spent (which i think everyone can agree was overspending), the additions they made are greater than the subtractions, so they should at least improve over their previous 5th seed.

The big thing is that many of them are still young enough to further improve. Harkless turned a corner near the end of last year, Crabbe is a great young shooter, and Vonleh has looked tremendous this preseason. They might lack stars, but they make up for it in depth. They might not have many above average starters, but many of their bench players would be passable starters on other teams, or could be considered premier bench players.

I think their ceiling right now is similar to the Atlanta Hawks of a few years ago. Killers in the regular season from their depth and versatility, but won't make much noise in the playoffs after rotations shorten and that advantage goes away. They'll be able to handle regular season injuries without much of a step backwards (barring an injury to Lillard). I'm not sure 2 is realistic(depends on how SAS's culture adapts to Duncan leaving), but I think top 4 is probable.

For many of these same reasons, I can see and understand the huge range in which people think they will fall. Things go right? Great regular season team. Young players getting content? Might even miss playoffs.

I say the Rockets and Thunder are the 2 playoff teams from last year that drop out this year. Who takes their place? I'll say Minny and Utah. Grizzlies should be a bubble team, but I don't think the other bottom teams are strong enough to bump them out.

Final predictions. Really tough to leave out the Blazers. Jazz/T'Wolves/Blazers will all be very close. Wont be surprised to see one of them have a solid record and lose out on the playoffs based on a tiebreaker.

No ranking changes with the added vote. Only thing noticeable is the variance of T'wolves picked up by more than 0.5, because a few of the new votes had them on 3/4/10/12 seeds.
