When it comes to Cleveland here is what would be my thinking. Embiid, Wiggins, and Parker in that order.
Embiid fills that huge need and gives them a great chance at having that post player they've been needing for a long time that can be dominate on both ends of the court. That has been their need and putting a dominate post player with Irving would be ideal.
I believe they have Wiggins above Parker on Cavs list for a few reasons. 1) Bigger need for a wing that can play both wing spots than a forward who can play both forward spots. They already have a PF in Tristan Thompson who gives them 11 and 9 and drafted a similar forward (Bennett isn't half the player Parker is though) last year. I can't see them giving up on Bennett after 1 year. 2) Cavs would rather put a wing who has the potential to defend all 3 perimeter positions on the court with Irving and Waiters than a wing who might be a bigger defensive liability than they are.
