Fornier is indeed a ball stopper - Vuc is one of the better passing (assist) bigs in the league!!
Fournier is doing what he is told. I can tell who actually has gone to games and played ball here because it is clear that many do not understand - he holds the ball many times because a play is being run through him and he has to read what to do. Guys don't magically set screens, make backdoor cuts and teleport to new spots on the floor in .05 seconds.
The reason the offense looks different under Meeks is because Meeks can't do all that. And maybe it is a good thing that works for us long term. If it is, I can easily see Vogel tweaking it so Fournier does not have plays run through him as often.
Meeks is a spot up jump shooter, Fournier is that and then some, so obviously the offense is going to look different with Evan on the floor. Furthermore, when you consider the starting lineup, people should understand who he's sharing the floor with. Biyombo is a non factor on offense. AG is up and down with his perimeter game. The only other "scorer" us ibaka so his passing options are very limited. If he has the ball and he's on the court with Payton, AG, and Biyombo I don't want him passing the ball. Who is he supposed to pass to, and why?
