But the larger point is - we should also assume someone is going to try to influence our elections. And maybe the larger point above that - should we be continuing to try to influence the world? (I think the Obama and Trump elections make me think that if you tell the American public that you are going to pull out of world affairs and focus on the US, you will win)

We did a really poor job of it.
I really doubt we did any information operations on the population. No disinformation campaigns I know of.
I doubt we disabled the candidates' information infrastructure we did not like.
What exactly did we do other than make public statements to influence the election?
Regarding your larger point, what are we going to do about it? I think this really should be the focus of the congressional hearings, but unfortunately Trump is doing everything possible to divert attention. There are already a few ideas floating around:
- Ensure paper trail for all balloting machines in local, state and Federal elections.
- The Secret Service protects the candidates physically, perhaps the FBI or CYBERCOM should protect their information infrastructure
- Media proficiency training in high school - learning to identify facts
- Mandatory tax returns for Presidential candidates
- White list sites for Social media platforms to identify bad news distribution actors
- Platform game dynamics that help identify the truthiness of a story
