Him ranked #1 has a lot to do with the other players in his class. If I had to put money on a prospect it would be Bamba but after that the high-end superstar talent has yet to reveal himself and Porter has the best argument to become one for the time being (behind Bamba), until someone else shows up in college. He's not on Bagley's level as a talent but neither is anybody else in his class (again, execpt perhaps Bamba) or in the 2016 class (excluding Giles considering the circumstances) - at least before we saw them in college.
Porter is going to be an excellent scorer at all three levels. For him it is about tightening up his handles so he can get to his spots consistently - something he has yet to master - and changing his attitude towards defense. On offense he is an opportunistic playmaker who creates off of being a constant scoring threat but that's definitely not bad for a 3/small-ball 4. In fact he has indeed a lot in common in terms of playing style/quality (on-ball scorer, can isolate, score at all three levels, playmaking revolves around gravity/breaking down defenses, potential as a rebounder) and question marks (ball handling and breaking down defenses off the dribble, consistent defensive effort) with a young Durant except that he isn't as athletic (which makes him an inferior but still really good prospect).
