given Jeff Samardzija's inconsistency why haven't teams tried him as a 8th inning guy or closer?
he's had one winning season as a starter and with nearly a 3-1 k-bb ration that screams bullpen and his best season record wise was in the pen for the cubs when he went 8-4
i think teams making him a starter or his insistence on that role have denied him potential success in the pen

I think the problem is that there are much more quality relievers than starting pitchers in the league, so there's not really any need for him to go to the bullpen right now.

He is paid like a top of the rotation starter. They won’t put him in the bullpen for that reason alone.
I can see him volunteering to go to the pen in later stages of his career, when he needs a contract. It will save his career because he is a garbage starter.

Number of "Winning Seasons" in terms of defining the value of a starting pitcher is a pretty lol way of evaluating, I'm pretty sure.

Wade Davis is 32 and will make $18 M in 2019. Being paid $16 M in 2018. Shark is 33 and paid $18 M per year until 2020. Trade Hunter Strickland and put him in the pen.
