You can argue that Russell and Ingram were late bloomers that were not very well known in High School, who had to prove their worth throughout the college season. Guys like A. Davis, Ben Simmons, Wiggons, Okafor, etc. were extremely hyped before starting college, and still remained so, throughout college and up until the draft.
It seems like we somewhat have something similar...Ball was not as well known, while Jackson was always a top-3 prospect, before even stepping foot on a college basketball court.
So, is it better to be in the former or the latter group, or is it too much of a mixed bag (with mixed results) to form any conclusions?
Players have to be looked at on a case by case basis. Also, I wouldn't consider Dlo, Lonzo, and Ingram genuine late bloomers. They were all McDs all Americans and ranked in at least the top 15 going into college.
If you wanna talk true late bloomers, look no further than guys who ended up at small schools like Steph, Lillaird, McCollum.
