That's probably the average, but in terms of drafting strategy, if it takes you to the end of the guy's rookie contract before he's a solid rotation player, it's a blown pick. You can get a solid rotation player at market salary whenever you want one. The draft is about securing the long term rights to guys who might be more.

If you end up getting him on a cheap multi-year extension, I don't see how these two statements aren't contradictory. No one really cares that Will Barton was a trash basketball player for his first 2 and a half seasons. You just make sure that you don't dump that player too early like Portland did.
