The point was it's an established practice for organizations to reach out to agents and players before free agency even though it's technically tampering. Agents and organizations want a head start on the competition or else they'll have limited options when free agency officially begins. Mitch wouldn't do this because he was too by the book, for whatever reason. So in a way Mitch wasn't doing his job when he was GM.
None of this really relates to Paul George, who wasn't a presumptive free agent waiting for the moratorium to expire. He was a player locked under contract for another season and a half from when these tampering events occurred. Very big difference.
so only tampering after the trade deadline of the year they're due to expire?
