Suspension/Roster Limit

How come New York is allowed to carry 16 players(not including two way players)? They have 16 players on NBA contracts. Is it because of Noah's suspension? Are you allowed to carry an extra player when the league suspends one of your players?

Only when the player is out for more than 6 games. Since Noah is out for 25 (I believe?), the Knicks are allowed to carry an extra player.

Does this include team suspensions or just suspensions handed out by the league? Basically can a team suspend their own player for 20 games and carry the extra contract.

I'm not sure. I'll have to check. I want to say yes, because I know team suspensions are "approved" by both the NBA and the NBAPA. I used "approved" because that isn't exactly the right terminology. It more of an awareness.

Now, if a team was abusing suspending players to add extra roster spots, the NBA would assuredly get involved and deny the extra roster spots.
