About draft. How does it work if he does not participate in draft by 24th year? As Milos did by this year. Is he than a free agent and can sign by who he wants?

All international players are entered into the draft in the year they turn 22 if they haven't already declared previously - so no doubt he would be selected if he didn't declare previously. I believe Milos was draft eligible in 2009 but wasn't selected so he became an unrestricted free agent. If a team had selected him then obviously they would hold his exclusive rights and could sign him or trade his rights etc.

I'm always confused why the draft is as is. Is it a must to declare? Same for US natives; could a team offer a simmilar contract to Ayton for example?

No all players, international and US, have to go through the draft before they can sign a contract.
International players can declare for the draft in the year when they will turn 19(I think) at the earliest. They can enter the draft any year after that. If they have not declared for any draft prior to the year they turn 22, then they are automatically entered into the draft and any team can select them(even if they have no intention of coming to the NBA). If any player goes undrafted they are free agents and can sign to any team for any amount(subject to the CBA).
US players I think can declare in the year they turn 19(they have to be one year out of high school too I think) and any year after and I believe that all college players are eligible to be drafted once their senior year is finished.
So all players, both international and US natives, will be draft eligible at some point.
