I think it means dont use an exchange without a BitLicense, which is something that NYC, and NYC only, requires.

I think if you do all your final trades to USD on coinbase you'll be fine.

not 100% sure though and maybe someone more informed can elucidate

Its not a sure thing to get locked out but it is a possibility. For example Poloinex sent out an email a whiles back giving NY customers a timeline to close their accounts. A bunch of people got locked out with NY addresses , coin still in the portfolio.

Binance , I cannot tell if they have a bit license. Bittrex advertises being "100% compliant in NY" but makes no mention of bit license so it is unclear if they are definitely licensed. Bitcoin/Gemini are definitely licensed. Bitfinex wont take NY customers. The safe options for NY customers are limited if you want to ensure you wont get locked out for living in NY.

Most exchanges, and i mean 90%, do not operate with or under the safe harbour of bit license. There really is no clear answer but in order to protect yourself, I recommend Bittrex for Alts for NY customers. Just one less thing that can bit you in the ass in this crazy game.

I have to go back and research more before I jump in, but any quick advice, links, coins to jump on would be much appreciated.
