Farewell to Maarty Leunen, The Clipper Who Never Was
Ah, we hardly knew ye, Maarty, in fact, we never knew you at all.
Since NBA rules say you can't trade something for nothing, you can trade the "rights" to guys who will never sniff the NBA. As you can see, beyond the first 10 or so, 2nd-round picks are so useless that they're used as NBA "funny money."
Maarty was traded from the Rockets to the Okies and back "home" to the Rockets before he was even drafted, was funny money in the Josh Smith "deal," and is now on the Mavs' funny money books.
My favorite "ex-Clipper" is Cenk Akyol, who has technically been with 7 NBA teams, though as far as I know, he has never even visited North America.

Looks to be a nice under-the-radar trade for the Clippers; this guy definitely has some tools to work with. Motley has continued to improve since he left Baylor, while recovering from his knee injury. For a guy who's had a couple of 20pt games and double digit rebounds in the NBA, he's someone who can potentially become a rotation player in the future. With the benefit of the two-way contract, seems like a good "gamble" by the fo.

Leunen and Seibutis are both former second-round picks who are past the age of 30 and will never play in the NBA. Their draft rights are essentially 0-value pieces that teams around the league swap for each other in order to facilitate trades. In this case, as noted on twitter by Jeff Seigel of EarlyBirdRights.com and SB Nation, the minimum cash that a team can send in a trade is $110,000 unless they send draft rights in addition to the cash. With the Clippers sending Leunen’s draft rights, they are permitted to send less than $110,000 to the Mavericks. Dallas, for their part, sent the Clippers pack a similar 0-value piece so that both teams now possess one to swap in future trades.

I’m (very) okay with this. Players like Motley and Justin Patton (a guy I’ve been pushing for us to trade a low asset for) are the types of players top teams take risks on. They’re players who had/have the capability to have been drafted higher and play well, but some factor (usually injury) has stopped them. I remember Motley very well at Baylor. (I live in Columbia, MO, so I see a lot of Big 12 and SEC basketball—especially from local team Mizzou, which is one reason why I was pushing for Jontay Porter.) He improved every year—he was working on, and had developed, some range to his shot by his final (Junior) year. As he spent more time away from the basket, he also worked on his passing. Those little improvements show coachability and willingness to work and improve. He’s had knee isues, which kept him from getting drafted and playing much last year—but when he did play, he was very good--8.7 points and 4.5 rebounds in 16 minutes—that’s 20 and 10 per 36. Shot over well over 50%, didn’t foul much. What’s not to like? He’s a true PF, too—one that because of his length (he’s got a 7’4” wingspan and 9’0” standing reach) can spend some time at C. Every team has 500-800 minute players that are largely out of the rotation but can either play their way onto it and/or get called up because of injury. Having or, even better, developing a good one is valuable, both for the team and as a bargaining chip.

Excellent question. Someone did. The league closed that loophole.
Voluntarily Retired List: A player who wishes to retire while under contract may be placed on his team's Voluntarily Retired List if both the team and player agree. Such players cannot return to active status for one year without the unanimous consent of the NBA Board of Governors (see question number 61), and cannot be traded. By utilizing the Voluntarily Retired List rather than agreeing to a buyout (see question number 66), the team is left with some ongoing rights -- for example, the player is not able to sign with another team.
103. How are teams able to trade players who are out of the league, like Dallas did with Keith Van Horn?
The short answer is: they can't. Prior to the 2011 CBA teams were allowed to sign-and-trade (see question number 92) any player to whom they had Bird rights. Bird rights don't automatically go away once the player is out of the league (see question number 32 for details), so many teams continue to hold Bird rights to players who have long since retired.
Teams were able to take advantage of the Bird status of retired players when they needed to include extra salary in order to make a trade legal (see question number 85). By signing players out of retirement the teams were able to complete the trades, and since a sign-and-trade requires only the first year of the contract to be guaranteed, it was like they were trading an expiring contract (see question number 102). This kind of trade occurred twice during the 2007-08 season, when Dallas re-signed Keith Van Horn (who had been out of the league since 2006) and sent him to New Jersey as part of a package to acquire Jason Kidd, and the LA Lakers re-signed Aaron McKie and sent him to Memphis as part of a package to acquire Pau Gasol.
The league put a stop to this in the 2011 CBA by restricting sign-and-trades to players who finished the prior season on the team's roster. A player can no longer be included in a sign-and-trade if he has been out of the league.

Very much agree with this post...…..I had just looked at Minn's roster this morning and looked at Justin Patton and liked what I saw, especially considering how young he still is. Finding/developing young players who can be productive at the NBA level really helps with the cap.....

Neither Leunen or Seibutis have played in the NBA but were drafted, so their rights are retained by the NBA team that drafted them or traded for their rights. Since both players are older now and their respective rights were traded for each other, I assume there's also a time limit before their NBA rights expire and/or a contingency that requires they be an active professional basketball player in a recognized league for an NBA team to retain such rights to them.

This is silly. There are 1692 NFL jobs, 750 MLB jobs, and 450 NBA jobs. Them's the facts.
This is even sillier. The NBA season is about 180 days long; the max a two-way can be with his team is 45 days. That's 25%.
25% of the league minimum = $207K
that leaves $68K for playing in the G-League, which BTW is unprofitable and loses money for their team
fair deal for 2-way players
