Not really... They're actually quite close. Not as close as say Brooklyn, Clippers, Sixers and Lakers, but quite close
Assuming:
1. Stretch Noah
2. Renounce everyone except Porzingis and maybe Burke
New York needs to find two trades:
1. Find expirings for Lee, shouldn't be overly hard
2. Dump/find expirings for THJ, if they use the 2019 FRP, it shouldn't be that hard.
Note: the 2019 FRP's cap hold is an impediment to 2 max FA anyway
The latter would, of course, be contingent on getting a verbal yes that a second max FA comes along
