This has nothing to do with Minnesota or the team, it has to do with money.
We have Jimmy's bird rights, we can pay him the most.
Jimmy wanted his money now, but we could not oblige this summer.
There is still a slight problem with actually paying Butler a 5 year and full amount because of his bird rights. The problem is there is already two maxed players and they would somehow need to afford at least 8 other rostered players.
For it to be even doable, Wiggins and Towns would pretty much really need to become true consistent allstars because you would only be putting cheap 1 year deal players and rookie contract guys around the three massive deal guys if you could afford it at all. I doubt they could even afford new first round pick contracts really unless the cap changed more then usual.
That's why I think Jimmy was hoping the team traded Wiggins' contract or someone out during the season or this summer at latest to make better room for him and others and it just didn't happen. We don't even know if they tried to. If Jimmy had talks with Thibs or Layden about such things and they didn't go through with what they promised, much of this could have come from something like that. During July it was talked about in the media that other GMs had suggested Wiggins' deal was not untradeable, and that it was maybe affecting free agency. Does that mean they were taking feelers on him and in the end nothing ended up happening? If so, you could see why Jimmy was allowing the team the summer to clear room for his extension. July 6th was the first date I think you could start finalizing trades.
