Part of the issue has, predictably, been booking. I actually quite like Fox, I think she has a middling-or-better talent level, and she has charisma (and as you point out, she plays the audience very well).
I looked it up, and she's been on the main roster for 10 years. Can you name one high-profile program she's had in that time? I can't. They've never really known what to do with her: she turns from face to heel and back again on a show-by-show basis depending on which other woman needs an opponent that night, and the most they've given her as a character is "uh...I dunno, she's really crazy or something".
Again, as you say, maybe that's all she wants out of the business. Never hurts to have people like that on the roster. I wonder if they've ever really tried to do more with her, or whether both sides are maybe just happier with things as they are.
