Here is the financial breakdown for Cleveland: The Cavaliers will create a $2.76M trade exception that will be available to use for one year. Matthew Dellavedova has a cap hit of $9.6M for 2018-19 and 2019-20. John Henson who is out with an injury has a cap hit of $11.3M and $10.48M. The salary for 2019-20 will be reduced to $9.7M based on the $750K in likely bonuses being deemed unlikely. For next season, Cleveland is right at the cap with $108M in guaranteed contracts including the $3.87M that is owed to JR Smith. Cleveland still has an open roster spot available for this year.

The contract of George Hill has a $19M cap hit for this season. Only $1M of his $18M contract for 2019-20 is guaranteed. The full amount will be guaranteed if Hill is not waived by July 1. Sam Dekker is in the last year of his rookie scale contract with a $2.76M. The Bucks will have the option of tendering the forward a qualifying offer at the end of the season. Here is where things get interesting for Milwaukee in 2019-20. Including the FA Khris Middleton and Malcolm Brogdon cap hold, Milwaukee could have up to $27M room in cap space. However, Milwaukee would need to renounce point guard Eric Bledsoe and waive George Hill for room to be available.

Bucks need cap space for Middleton and I guess Brogdon if he gets offer sheets signed.

But they just opened a new arena and are having their best season in a long time. With the Packers playing so poorly, you would think attendance would be up there.

There is a reason these teams

As reported, the teams that were listed as being in the red are: Atlanta, Brooklyn, Charlotte, Detroit, Indiana, Memphis, Milwaukee, Minnesota, New Orleans, Orlando, Phoenix, Portland, Sacramento, and Washington

have 1 title between them in the last 28 years.

The counterargument would be that the NBA would be even less competitive without these admittedly dopey rules.

23 of the past 27 NBA champions had LeBron, Duncan, Steph, Kobe, MJ or Olojuwon on them, all repeat champs. Of the other 4, 3 had at least one first-ballot HOFer [Nowitzki, Garnett/Pierce/Ray Allen, Dwyane Wade solo]. Only Larry Brown's Pistons in 2004 won a title wihout a first-ballot HOFer.

I don't know what rules would have changed that. No HOFer goes to Podunk, USA to be the top dog on a crap team no matter how much they pay him.
