GUT FEELING: not liking it.
It reminds me of University of Hawaii hiring of Norm Chow (at the very same time frame as Randy Edsall's hiring at UMCP).
Local folks LOVED Chow. Chow was a guy with REPUTATION but NOT A GOOD COACH AT ALL. Norm Chow had been an OC at USC. He had ties to BYU; but, at 67 years young he became a head coach for the first time. Here's how that worked out.

THIS SMACKS OF nepotism/cronyism and who you know. Just like Scott Brooks was SUPPOSEDLY or PERHAPS hired to get KD to DC; I THINK MIKE LOCKSLEY is being perceived to be a GREAT RECRUITER and THAT IS THE MOTIVATION for hiring him.
Was he even considered when James Franklin too over at Penn State and NOT at Maryland?
What kind of head coaching RESUME does Locksley have?
I'm sorry.. I don't like this if the process has NOT BEEN FULLY VETTED.
(Nick Rolovich at Hawaii would be a better hire IMHO).
