I just hope they aren't screwing themselves out of a high pick with all the winning they're doing. They need talent and they're finally getting their own pick.
You can really start judging Marks this summer when he finally gets his own pick. I mean, he's done a great job so far but there's only so far you can get with the scrapheap of assets he's had to work with. You need legit assets to build a real team (not just a group of hard playing scrappers/grinders).
Seems like a strange thing to wait for.
In reality, I don't see any reason you can't judge Marks right now and recognise that he's done a phenomenal job with everything, including going out and getting decent picks and then turning them in to great choices ala people like Caris LeVert, Jarrett Allen, and Rodi Kurucs.
Marks probably won't have many lottery picks to play with, but his gift for finding talent and then having his development team(s) improve that talent offsets a lot of that IMO. The roster is in fact full of such players, including people like Joe Harris and Spencer Dinwiddie, who pretty much came out of nowhere.
The team has also become a sought-after destination by players around the league, again helping with the chronic shortage of lottery picks. So, no... I certainly don't think you need to wait for this summer in order to judge Marks (and his excellent staff).
