Important to keep in mind, with the NBA cap jumping again in 19/20, up to $109m... like a few years ago, it should cause salary offers to spike.
Portis' qualifying offer is $3.6m, but he'll hit that RFA market. There will be roughly 15+ teams under the cap. Surely almost any team with money who's not saving it for a superstar offer will have some interest in a 23yo stretch-big whose numbers took a dip from minor injuries and playing in a dysfunctional offense as a backup.
What do the Bulls do? I can see both tank and playoff teams expressing interest. He's young and talented enough to fit any rebuild timeline, and confident enough to help a playoff team with a hole at PF (76ers, Jazz).
No way in hell he gets less than $16m IMO... And then we get into a rather classic Bulls predicament of paying a young bench player more money than our entire starting front-court (cough, Nocioni). Same thing basically happened with Niko's small extension; he was resigned solely to not let a good asset walk for nothing, but in the end, it caused a bit of headache as he affected our lottery odds and with the Portis fight.
I am already getting ready to face-palm, looking at scenarios as they unfold.

I brought Thon up a few weeks back when he was getting inconsistent minutes. Now he's getting zilch - totally removed from the rotation in favor of DJ Wilson, who, to his credit, has been a bit better than I would've expected. In a 3rd, make or break sort of year, it's a pretty damning decision when it comes to Maker's future with the Bucks.
I've been pretty cynical of Thon's prospects in the past, but he was having some really good games this season. His last game real game in the rotation he had 15 points in 18 minutes through a combination of dunks and 3's. What I felt most important, was that he looked a little bit more like a real player out there, and he's been holding his own a little better with a vastly improved rebounding rate and 2pt FG%.
I'll be keeping a keen eye out for him, if he gets waived or moved for minimal return, I think it'd be great to bring him in and get him minutes at the 5. A great target as a flier.

Maker could be worth a try, but Ball??? Lonzo is a potentially decent shooter like Jabari is a potentially decent defender or Arci is a potentially decent dunker. Best predictor for long term jump shooting potential is FT%. He is career 44% free throw shooter in the league, ie. worse than invalid Markelle Fultz and every other NBA guard in history. His absolute ceiling could be Rondo, who is career 60% FT shooter, and more likely he will be headlining the Big Baller Brothers Touring Circus in 5 years.
Generally I don't understand the interest in every bad-shooting young PG prospect. Bulls have already tried one and seen it doesn't work. There is a reason why these guys are available: you can't have a high-level offense without a shooting threat from PG, unless your functional PG is a physical mismatch freak who can get to the basket at will. Lonzo Ball is definitely neither, and so his exceptional passing skills really work only in transition. Hitting three long shots in a row against the Bulls second unit does not make him a decent shooter. He can hit some threes off the dribble going to his left with space, but his funky form does not work in any other situation.

What about Portis and Dunn for Ball?
Does LA want that? I don’t see much in Ball myself never have but Dunn and Portis isn’t the trade LA is looking for. Now mind you just as hypocritical as this sounds I would maybe trade for fultz knowing full well he may never become anything even serviceable. I like his potential if he ever figures it out though mire than Ball.

Memphis does it because it saves them one year of Conley's contract and they get Smith Jr. If Barnes opts out they would save even more.
Dallas does it because it will give them a solid roster for this year and next with adding no long term money. I assume Barnes opts in next Season.
Bulls do it because I don't see how we make any major signings this summer. I think Porter could blossom out of Washington. Really the only good reason I have for bulls doing this is because i think we will see some better basketball. We will still be bad enough to have a shot at a top pick and we will at least have a roster that will fit together nicely. It will then depend on the growth of our young guys. Dunn, Lavine, Porter, Lauri, Carter JR.

I do question the utility of Ball's release, absolutely, but as a 3 point shooter, I'm not writing off a 20 year old shooting 33%. He shot 41% on a good volume in college, I think there's enough basis there that he has a chance to become an okay floor spacer.
I would generally look at FT% as well, but I think you have to make an exception in the case of less orthodox shooters. I actually developed a similar across the body motion in my late teen's shooting the ball, and I was much better shooting from deep than at the line. I think it falls in to a similar category as Igoudala, who was always a better 3pt shooter than FT shooter, because stripping back a lot of the full body mechanics greatly alters his shot. I saw Lonzo shooting FT's recently, it looks like he's mixing things up trying to find something that works for him there; it looked notably different to his jumper mechanics. He's obviously a bit of an odd case.

I don't think he's anything special, lacks awareness on both ends, terrible hands, and other issues, but he's show glimpses and if we can get him super cheap I'm on it.
If we're going to get to the point of letting Portis walk, I'd almost consider putting Bobby on the table for Thon, that's about as far as I'd go. Gives you a guy with an extra year of rookie scale.

Its tough to gauge what it will take to get Thon, but I’m all for it. RoLo and a 2nd for Thon? Might make sense for the Bucks to pair the Lopez brothers up as Brook has turned into more of a perimeter player. Thon’s still has the kind of big time potential we could use on our roster.

Honestly, I'd rather the 2nd just because of the cost control and because the Grizz are sucking enough for them to be very high 2nd's.

Imo, Bulls would have to get back a protected 1st for taking back Porter's contract.
