The Bucks traded for Bledsoe after Hammond left...
OUR GM is the one who signed Monroe to a 3 year 50 million (max for him) deal, traded for and re-signed the crappier of the Plumlee bros to a 4 year 52 million deal the next year and then traded for Spencer Hawes and Roy Hibbert the year after that... he did trade for former rookie of the year PG MCW though, so there's that.

In the summer Rubio will be available (he’s not a 3pt bomber but his shot is back up to respectable). Depending on what happens with AD, JRue might become available. Pat Beverly is like 2/3 of those requirements. And if you have an elite playmaker at another position then playmaking isn’t as integral.
Then there’s the projects like Fultz, who could tick all boxes if he gets his head sorted out. And Ntilikina, who can’t shoot nor really run an offense, but he was the league’s best PnR defender last season which makes him interesting to say the least.

are there? he put up 18 ppg, 6 apg (tied for 10th in nation and ahead of Fultz) in college in the ACC (generally recognized as the best basketball conference).

I’m not upset about availabilities or lack of. I even mentioned that depending on who your star playmaker is, you could get away with a PG who’s only capable of 2/3 of those. But those requirements aren’t a limiting bar for any starting caliber PG. it just becomes a subjective matter of how ‘good’ or ‘great’ people think a player is at any of those.
My original point was mostly about the notion that our PG should be our primary scorer. He can be, but it’s not a necessity.
