1) i doubt that many people who have been offered cocaine have thought "you know what, maybe i should try pot first." as such, the gateway to cocaine is...people who offer cocaine!

2) opioids are gateways to other drugs far more than vice-versa. because they are often prescribed to people who have never done drugs, like the way the opioids make them feel, can't get another prescription and seek out other ways to feel the same way

3) if people try pot (particularly when acquired legally) and like it, they continue to purchase pot. they don't think "now i gotta find myself a coke dealer!"

Trying to do it by packing them in a giant can that will certainly draw scrutiny in an xray machine is extra stupid.
