Fox's level of competition was significantly higher, and he came out in a much stronger draft. Morant just got through one of the weakest schedules in one of the weakest conferences in the NCAA and is entering a much weaker draft.
Their draft position isn't an apples to apples comparison, or a reflection on their comparative skill.
