Yes their pick can be dealt. Atlanta only gets it if it falls 11-30. Otherwise Hawks get 2 2nd's which is the likely scenario.
Looking at the Cavs horrible roster I think it's safe to say they will be in the lottery for a few more years.

In a proper rebuild world I wouldn’t mind seeing a lineup of DSJ-Dotson-Cam-Knox-Mitch if we could get an additional 2020 lottery pick in the process.
I think DSJ can help unlock Cam’s potential and would be great if we get a couple of the 2020 top prospects such as Wiseman, Edwards and Hampton.

In my opinion, Cam shy'd away from the spotlight this past year at Duke and to me he will find himself like a deer by the bright lights of Broadway.
Rather keep RJ, than go Cam and other prospects, we have enough prospects on the team as it is.
We'll take a nice rookie power forward and multiple picks for the rights to draft RJ. Thank you.

Cam has a low motor and a soft approach to the game.
Drafting him over RJ would be malpractice.
