It doesn't change. Whether you are using cap space changes.
If you have enough salary where you can match Davis' contract, then you don't need cap space to make the trade, you can just use all of your cap space, *then* use the salaries to match Davis' contract (and go over the cap to trade for him.)
If you don't have enough salary to match him, then you have to cut into your cap space to make the trade, which takes away your max cap space.
The relevance of the date is that the salary of the #4 pick can't be used for purposes of matching salary until 30 days after he signs.
The Lakers are now trying to match Davis' salary without the #4 picks's salary (so they can trade him immediately like the Pels want) by including their 3 remaining players. But the only way that works is AD waiving his $4 million trade kicker
