Also this tweet is 3h old which lines up with the actual start of FA. I don’t think this means squat tbh.

OMG according to this report we are trying to get cap space for Russell. What have we been doing for the last couple weeks?

The Timberwolves are reportedly "canvassing the league to make the trades they need" in order to open up enough cap space to sign D'Angelo Russell.
The Nets can't retain Russell after coming to terms with Kyrie Irving and Kevin Durant on max contracts, so Russell is going to be wearing a different jersey next season. The Wolves are reportedly at the top of his wish list, as he'd like to team up with his long-time friend Karl-Anthony Towns. The Wolves will likely need to find takers on Jeff Teague and Gorgui Dieng in order to make the numbers work, which is much easier said than done.
