It is certainly a "last ditch effort" by Patton to stick in the league. $700k guaranteed this year to surrender all control to OKC in terms of non-guaranteed 2nd year and team control over the 3rd year, too, though OKC cannot decline his option and then keep him restricted since he signed as a free agent (and could only be restricted through his 3rd year, but not if the team waives his non-guaranteed deal in the 2nd year of this deal) rather than being still on his rookie draft pick contract.

thats good $ for someone who has missed so much time with that leg issue and who hasn't gotten much PT yet

The $700k guarantee? Yeah, probably too good. But otherwise, the full 3 year deal is the absolute minimum for Patton. The $700k is probably to allow OKC to fully control his next 3 years if they want to at the absolute league minimum with no chance of getting paid more, realistically.

Yeah, it's one of those gambles Presti likes. Small chance of paying off, but, if so, Patton has size and talent. And the 700k probably doesn't matter as much to ownership since they are paying 100m less in salary/tax this year.

I like it for both. Patton is certainly talented, but he can’t stay/get healthy.

At this price though, he is certainly worth dropping a cheap deal upon if a team can get him locked up on two more cheap, non-guaranteed seasons.
