Okeke receives the "applicable" rookie scale for a 16th pick in the 2020 draft. That means that he gains $460,800 more in fully guaranteed money once he signs the "required tender." He can make $1,087,205 more in total salary if all team options are picked up.
These are much-more than inflationary increases. I am surprised that teams and players have not already done this for the joint financial benefits!
As we go back to the direct-HS players, this could be a great loop-hole for all sides. And one neither side would press to close.
Rookie scale contracts can not have signing bonuses or performance incentives. Okeke can sign a G-League contract this year (aprox. $50k).
Let's also accept that Okeke will easily be able to, right now, take out a multi-million loan on his future contractual assets. Okeke will be fine this year.

I think that the bank would want to first see that his future earnings had a legal guarantee. He wouldn't have that if it was an under-the-table deal. It's possible that the FO/Okeke found a way around the CBA to make this situation have a legal safety net for Okeke to take this risk.

CAA is a huge talent agency so they have the $.
This seems like a conflict with the spirit of the CBA player contract rules - though that doesn't seem to stop anyone from this kind of activity lol. I'm sure they could just make the loan to a family member or a trusted friend if there was any CBA language restricting this type of "arrangement."

i think foreign ones are a little different, as they can continue to play on teams overseas.

Drafting and stashing a non-European player in the first round is very rare as you said.
But an agent fronting/advancing a client money certainly isn't.

Heustis was the only example of a domestic-stash I've seen. But his case was much different from Okeke's though.
Heustis' agents were concerned he wasn't even going to get picked in the second round. He was a healthy player with the upside that a fringe draft player has. His agent just saw an opportunity to secure a draft selection with OKC. He presented Sam Presti, a GM who is always pushing limits of the CBA, an opportunity to avoid paying luxury tax. Even though the agreement risked Huestis' guaranteed money (since he would be a 1st round pick), it was highly unlikely that Huestis would have ever gotten picked in the 1st round without the "agreement" anyhow. So he wasn't really risking anything, it was house money.
Okeke and Orlando both had very different circumstances.
At the draft, Orlando did not have luxury tax issues. They weren't even remotely close to that situation as they had no idea if Vucevic or Ross were going to resign, not to mention the Aminu signing doesn't likely happen without them.
Why would Okeke's agent approach the Magic about a draft/stash when the Magic had no reason to do that at the time and vice versa?
In addition, Okeke had legit 1st round pick range (aka guaranteed money) even with his ACL. For his agents to jump the gun with 14 picks behind the Magic (who had Isaac and Gordon) seems unlikely.

With Isaac, AG, and Bamba all looking to expand their games, there is only so much on-the-job learning that a team can sustain while still giving themselves a chance to win.
This is what I take away from it all, mostly. They want to see how far Cliff can push this team with another season, as much continuity as possible and fewer players who are still learning the game. He's already got Mo and Fultz, and to a lesser degree Isaac.
If they pull this move off with Chuma and he proves to be a legit good player, it will set a nice tone for future development within a playoff team. Chuma could be our Siakam type of prospect who emerges behind those carrying us.
