Portland were totally correct in selecting Sam Bowie.
If you take a BPA who's a poor fit, then you likely have to make a trade to balance your roster. You'll probably lose some value in such a trade. So if the BPA is only slightly better then the best player who fits you can reasonably pass them by. If the BPA is a lot better then you take them and make a side deal for roster balance.
Or you could be Portland in 1984 and preemptively make a bad trade for force you into drafting for fit so that you pass up a much more valuable player.
Or there's Philly 1986, where you trade away the veteran star center in the way of a #1 pick for nothing, and then trade the #1 pick for almost nothing.
