Nobody is instructed on how to wear the masks because we're told that wearing them in any capacity is useless. If you teach people how to wear them properly, they will wear them properly.
And there are certainly plenty of people who already do know how to wear a mask properly. This notion that everyone is too dumb to wear a piece of cloth over their face is absurd. You don't need a medical degree to know not to touch your face with a mask on.
I am sure if there was an unlimited amount of masks they would be telling people to use them and how to use them to help. They never said in any capacity they are useless. They said as device to prevent a healthy person from getting it will not do much, and in some cases be worse (which i have seen with my own eyes) especially since there are not enough to go around.
The fact that they need to instruct people how to wash their hands (something people should have done 10000's of times before) just shows you how dumb most people are
Our medical supply is low every outbreak because we tell the general public they don't need masks. You need demand for a product in order to entice producers to make more of it. We create a vicious cycle. Asian countries encourage infected people to wear masks every flu season, ensuring there is constant demand and that production capacity will be ready when a more serious outbreak hits.
People can do whatever they feel like outside of an outbreak and stock up on masks if they choose. China has more masks than anyone, has a Government that can enforce rules that we cannot here, yet were hit harder than anyone outside of Italy.
People in Asian countries wear masks more and more each year (not just because of the flu, air pollution). Yet in China they increasingly have higher rates of flu cases, around 50% more each year from 2015 to 2018 despite more and more people wearing them. If they are so effective, then why would they have a 50% increase 4 years in a row despite more and more people wearing masks?
Maybe because they are not as useful as people think, mainly when wearing them wrong or touching their face. They prevent larger droplets from getting through but fine droplets still get through and that is if it is fitted correctly. From people breathing with them on they get saturated with moisture and get uncomfortable so people tend to touch their face more which is just as if not more harmful.
This is why the CDC recommends not to wear them unless you are sick and need to step out. If you are not sick you should not wear them because you are more likely to touch your face causing more harm than good. If we had an abundance sure they would probably change there tune and educate people on using them
If this is to prevent people from getting it, where is everyone with goggles on? Can people not go out and buy goggles?
