The high % of infections from the tested people is to be expected, since you basically have to pre qualify with a bunch of symptoms and likely exposure to even get a test. The problem is trying to understand how long they've had the virus and where the spread came from, which is impossible when you start testing so late in the game and have near zero opportunity to do any tracing. It makes it that much tougher to track down other possible infections to start quarantining them as well.
The horses are WAAAY out of the barn, so to speak.
Yeah, the big problem is what all these people have been doing the past 2 weeks, and how many each may have passed it on too.
