No, exempt list players can either keep their current contracts or lose a year on their contracts depending on the teams choice. If you freeze him his contract would count just as it did this year. You would basically get an exemption for his salary but only for a player on a one year contract.

If you freeze his contract, he will remain on your books for next year. EL players are eligible to be traded just as any player you hold the rights to as long as neither team violates the salary cap in the trade. However, no trade can be accepted or official until after the EL deadline passes. So basically, you can freeze him if you have a deal in place but if the deal falls through, then he would remain on your roster going into next season.

All teams can "freeze" the contract for all players who end the previous season on their EL's. The Exempt List was designed as a way for teams to hold the rights to players drafted who were not in the sim so as not to punish them for drafting a player the game didn't have yet.

Basically the EL is now used two different ways. First, teams stash young players (consider it like a "futures contract") that they hold rights to but since they can't have them in the sim they aren't punished by losing a year of their deal. Second, teams sign older players to longer deals and then the older players end up out of the league before they are out of BaF. Teams don't get a "get out of jail free" card by just wiping those contracts from their books. Those players go on EL until their contracts are up.

Most teams will "freeze" the young players they want to hold onto and let the other players take a year off to get them off of their books as soon as possible. Each team makes that decision each offseason before the next seasons business year begins and before the draft and FA.

Freezing a player on the EL like Porter/Hands will allow you to go into next season with their same contracts $12/2(3) and $7/2(3) respectively. This will allow you to delay your decision on their third year option until next offseason if you choose to do so.

Since I'll freeze his contact, I will decide on McDaniel's third year option next offseason then. I need one more year to observe him, but he seems to have a place in the league.

Just to clarify, those players may not be EL eligible again next season if they are in the sim and signed to an NBA contract. But they can carry over their current contract to next season because they finished this past year on the EL which would allow you to delay that decision to next offseason.
