So she didn't file police reports? I get women not reporting rapes because they won't be believed, but physical violence creates evidence. If she didn't report at the time, there's not much to go on here.
And yes, the US justice system is racist. If there is a chance to fill a spot in their for-profit jails, they will take it.
I know a few women who get abused, or have gotten abused in past relationships (physically and/or emotionally), and they've never reported their partners to the police (despite suggestions from family and friends). One of them even had a recording of her husband verbally abusing her and threatening her with violence on her phone. She deleted the recording instead of going to police. She says she "bears the abuse for the kids" (who are adults and have themselves volunteered to report their father, but she pleaded with them not to...). I don't get it, but there is clearly some psychological element at play in a lot of abuse cases that keeps women from going to police.
I am amazed by the people that still don't get why the police aren't called in a lot of these situations. It's usually men that question it.
