Westbrook isnt a bad player, he just needs a competent GM that can build correctly around him.
HYPOTHETICAL SITUATION 
Randle, Payton, Ellington and a pair of SRP's or a fake first for Westbrook.
Then at deadline throw the farm at Beal. Barrett + #8 + filler contracts plus a plethora of future picks.
A core of Westbrook/Beal/Robinson and 2021 cap space isn't too shabby.
They could easily attract a second tier star (Derozan, Hayward or even PG13 if LAC under performs).

Is def. a top 3 seed in the east imo.
I'll agree that it's not a horrible plan but I don't agree with that being a top 3 seed in the East. The Bucks are still going to be good, the Celtics are still going to be good, Toronto will be good, and Brooklyn should be good with Durant/Kyrie. A broken down Westbrook is still going to want the ball in his hands, Beal needs the ball, and George needs the ball. You'd be better off trading for CP3 if you somehow got Beal and PG13. You need a guy who's going to feed those guys in their spots for shots. 
I guess they'd be a dangerous team in the playoffs because of their potential but those three guys have had no real playoff success other than Westbrook when OKC made the finals in 2012. Plus there's no real bench for that team so I just don't think they'd be good enough in the regular season to be a top 3 seed. 
Now if we were talking Beal with the prime versions of Russell and George then sure. But Russell at least isn't even close to what he used to be.
