I think they do this so that if the kid becomes a player they can run back the highlights of them as a toddler. Remember all the "look at Steph as a baby" segments they did.

I think as long as the foul occurs directly infront of the ref, the player committing the foul will get away with it.

Yes it is. Any contact to a player jumping at high speed is ALWAYS dangerous and should be called a foul. That kind of stuff ruins careers. I don't think it was intentional but it was reckless

It might've been one of those things where the fear of the injury was more than the actual pain.
