I'm pretty sure that's the game plan. Spo likely doesn't want them biting on the 3's and over contesting because if they fake its a guaranteed bucket once our secondary defender rotates. Spo is hoping to play the percentages of their shooters who are currently only shooting 6/20 from 3. You might see that get even worse once their legs get tired.
