This draft is the most questionable since 2013 where Anthony Bennett was the #1 overall pick.

Given the uncertainty both around the draft class itself and the reduced season/scouting there was likely to be less interest/value for the #1.
And if that wasn't bad enough the Warriors are looking to move #2 further reducing the value.
Finally moving up in the draft, and for #1 no less, during the 2020 draft class/pandemic is such a Wolves thing.

Powell+29 or Lowry+29 would probably be the Raptors best offer. I don't see anyone from this draft and the chance of hitting on a guy who can make a better defensive/offensive impact than OG/Siakam.

One not so insignificant factor for anyone trading for that pick... that's a lot of guaranteed money in a time when the NBA just had no fans in seats and what... 30% of normal ratings? There may be more value in the 10th pick than the first or second when it's the same type of player for a much lower cost.
There's no guarantee until we get a vaccine anything changes or goes back to normal either. So an interested team is likely a bad team with a vet (hello Drummond and such) that has cap room with a shrinking cap to make sure they avoid any luxury tax because owners will likely be taking an L around the league financially without any butts in seats.
Then you have the main source of revenue for the league in tv contracts coming up at the worst time possible... and a lot of owners are going to be looking to bail out soon as their franchise values all plummet. They'll want to maximize the value of their franchise for what I assume will be say Chinese owners or such who will come in and scoop up a presence.
Depending on how bad it gets with ratings and that new tv deal we may even see the league shrink. But no need to cross that bridge until we see how next year goes with ratings and COVID, international presence, ect.

They need a SF, not a SG. Beasley was balling for them before the season ended. OG would be the target, tho dont think the Raps are moving him

Good thing is, they are easier to trade with than Warriors situation. No pesky TPE (Warriors hard capped, timing of trade and threshold of 17.2) or albatross that is Wiggins contract. Warriors have very little salary matching to offer.
Wolves have expiring Johnson. Culver if needed. Okogie is promising youth. And all kinds of youth filler: Spellman, Evans, Vanderbilt, Reid and Layman. Plus #17 to sweeten the offer.
Problem is, not many win-now players available.

I mean, it's not that much money. Rookie deals are only guaranteed for 2 years and I think that Zion got about 10 million a year on average across those years (and 11/year averaged across the 4y that the deal is for with the team option). There aren't two many win now players you can trade for who are going to be on 10m 2 year guaranteed contracts.
